The building is arranged around a simple plan - on each floor rooms are laid out along a central corridor or axis. All the public areas including the local studies library, search room, education spaces and staff facilities are on the ground floor, easily reached from the arcade. The conservation unit is also on the ground floor whilst the archive storage area is on the first floor, well protected from flood risks and with well insulated blank walls preventing solar gain.

A key aim for the spaces inside the building is to make them as accessible as possible to all users. Doorways, room layouts and furniture will be planned with this in mind.
